Cap Repair: what it involves
The cap is the poured concrete beam along the top of the wall. It ties the panels together and gives the tiebacks something to pull on. In a salt environment, water works into small cracks, the rebar rusts and swells, and chunks of concrete pop off. That's spalling, and it is the most common thing owners notice along a Pinellas canal.
A spalled cap looks cosmetic but isn't. Once the steel is exposed, it corrodes faster, the cap loses strength, and panels can start to separate along the top. Patching early, or cutting out and recasting a damaged section, keeps the rest of the wall working as one piece.
What cap damage looks like
- Concrete flaking off the top or face of the cap, with orange rust staining
- Exposed or swollen rebar showing at the edge of the cap
- Cracks running across the cap at regular spacing, often over panel joints
- A section of cap sitting lower or further out than the rest
- Dock or lift brackets bolted to the cap loosening or pulling out
Rust stains on the cap are worth a look. A contractor can sound it for hidden damage.

Spall repair
Loose concrete is chipped back to sound material, the rebar is cleaned and coated, and the area is rebuilt with a marine repair mortar.
Cap section recast
Where a stretch of cap is badly cracked or displaced, it is cut out and a new section is formed and poured, tied into the panels below.
Cap extension
If a new cap goes on anyway, some owners ask about pouring it higher. That is a height change, which is its own permit question; see Seawall Height Raise.
Cap work and permits
Small spall patches may be treated differently from recasting a cap, and the County's Water and Navigation section decides which needs a permit. Pouring a new cap at a different elevation is a change to the wall and should be expected to need review, plus any limits the city's code puts on seawall height.

How a cap repair job usually goes
- Sound the capThe contractor taps along the cap to find hollow, delaminated concrete you can't see yet.
- Check the steelExposed rebar is inspected to decide whether patching is enough or a section must be recast.
- Scope and scheduleWork is planned around tides and around docks or lifts bolted to the cap, which may need to be detached.
- Repair or recastSpalls are rebuilt with marine mortar, or new forms are set and a section is poured and cured.
- Reattach and sealDock hardware is reinstalled, and joints between old and new cap are sealed against water.
If the cap is spalling along most of its length, ask the contractor to look at the tiebacks and panels before you spend on cap patches alone.
Cap repair costs
Cap work usually falls within general repair pricing, which Angi's 2026 guide puts around $100 to $250 per linear foot. Recasting long sections, or working around docks and lifts, pushes it higher. Ask for spall patching and recasting to be priced separately so you can compare them.

Cap Repair questions
Is spalling just cosmetic?
Usually not. Spalling means steel inside the concrete is rusting and expanding. It gets worse faster once the steel is exposed to air and salt.
Can my dock stay attached during cap work?
Sometimes. If the dock is bolted into the damaged section, it may need to be detached and reattached. Ask for that to be priced in.
Do I need the whole cap replaced?
Not necessarily. Many caps need a few recast sections and spall patching, not a full replacement. An inspection that sounds the whole cap tells you which.
