Getting to know Clearwater
Clearwater began as Clear Water Harbor in 1888, a name usually traced to a freshwater spring near the old City Hall site. It incorporated as a town in 1891, reincorporated as the City of Clearwater in 1915, and has been the Pinellas County seat since 1912. The 2020 census counted about 117,000 residents.
The city's waterfront runs well beyond the beach. Harbor Oaks and the bluff neighborhoods face Clearwater Harbor, Island Estates sits along the Memorial Causeway, and on the east side residential canals and bayfront lots open onto Old Tampa Bay. That spread means very different wall exposures inside one city.
Waterfront homes in Clearwater
Bluff-top homes south of downtown often have short walls at the base of a slope, while Island Estates and the east-side canals are lined with longer residential walls on dredged lots. Owners on the Old Tampa Bay side deal with shallower water and soft bottoms that affect how deep new sheet pile has to go.

- Seawall Inspections
Clearwater is a large waterfront resale market, and buyers on Island Estates and the bay side increasingly want a seawall report before closing.
- Seawall Cap Repair
Older bayfront caps near downtown show spalling where salt spray and age have reached the rebar.
- Seawall Replacement
Walls that failed in the 2024 storms are still being replaced, and the city adds a pre-approval step before the County permit.
Two coasts, two kinds of wall
A wall on Clearwater Harbor and a wall on Old Tampa Bay can need different designs even though both are in the same city. When you compare quotes, make sure each contractor has looked at water depth and bottom conditions on your side of town, not just copied a price from a job across the city.

Use these published ranges as a starting point, not a quote. Island Estates and east-side canal lots tend to have longer walls than bluff lots near downtown, so per-foot pricing matters more here than the total of a neighbor's job.
Reference figures, not quotes. Angi, seawall repair cost (2026 data): about $100–$250 per linear foot for repairs. LatestCost, Florida seawall replacement (2026): about $500–$1,200 per linear foot. HomeAdvisor, sea wall cost: average $25,000, typical $15,000–$60,000. Checked October 2026.
Clearwater seawall questions
Who issues seawall permits in Clearwater?
Pinellas County's Water and Navigation section permits seawalls countywide, including in Clearwater. The City of Clearwater's Planning and Development Department pre-approves marine projects first.
Do Island Estates walls differ from the rest of Clearwater?
They're on dredged lots along the Intracoastal, so contractors pay close attention to soil behind the wall and to how deep the new sheets need to go.
Is my Clearwater address definitely in the city?
Not always. Some Clearwater mailing addresses are in unincorporated Pinellas. Search your address on the Property Appraiser's site to check.
